What's on this agenda

Orange County's Board of Equalization and Review hears individual challenges to the county's property assessments. The docket lists 17 matters: appeals of residential and commercial real-property values, plus requests to compromise personal-property listing penalties.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board heard 15 of the 17 scheduled appeals; two listed matters are not addressed in these minutes. Every appellant who was heard appeared in person or through a representative. Owners raised comparable sales and equity with neighboring properties, disputed property condition, cited an independent appraisal, and argued that two vacant lots cannot obtain a septic permit.

The board decided 11 real-property appeals and reduced every one; none was left unchanged. Combined, the assessed values fell from $10,145,100 to $9,472,900, a cut of $672,200, about 7 percent. In six of those cases the board adopted the county's own revised figure; in the other five it set a value of its own, between the county's position and the owner's request. No appellant's own requested figure was adopted outright. One real-property appeal was continued to a later date so the county could correct its sales analysis. The board also granted, in full, three requests to compromise personal-property listing penalties, totaling $25,040.61.

How the votes went

Every decided appeal passed unanimously, with motions made and seconded across the sitting by Chair Leon Meyers and members Saru Salvi and Barbara Levine. Barbara Levine, an alternate, sat in for Richal Vanhook, who was absent. One appeal was continued rather than decided.
