What's on this agenda

Orange County's Board of Equalization and Review is set to hear five property-value appeals from the 2025 countywide revaluation: a Walgreens-anchored store on US 70 East, a commercial parking lot on Mallette Street, and three adjoining lots on New Hope Drive. Each owner argues the county's assessed value is too high, and the board weighs that evidence against county appraisal staff's analysis before keeping or adjusting each figure.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board heard all five appeals on October 9, with three of its nine members present, and decided each on a unanimous vote. It kept the county's value on a Walgreens-anchored store on US 70 East at $3,713,100, rejecting an income-approach argument for about $3,199,412, and kept a 0.69-acre commercial parking lot on Mallette Street at $4,252,800, rejecting a land-sale comparison for under $2,000,000.

On three adjoining lots on New Hope Drive, the board reduced one residence from $363,100 to $353,700 after staff revised its effective year built, and reduced an adjoining vacant lot from $88,000 to $55,000 after staff raised its non-buildable land discount. It left a third adjoining vacant lot unchanged at $27,500 despite a comparable lot's $14,000 sale. Combined, the five assessments fell from $8,444,500 to $8,402,100.

How the votes went

All five votes were unanimous among the three members present: Chair Leon Meyers, Saru Salvi and Richal Vanhook. The board sustained the county's values on the Walgreens property and the Mallette Street lot, adopted the county's reduced values on two adjoining New Hope Drive parcels, and left a third New Hope Drive parcel unchanged.
