What's on this agenda

Orange County's Board of Equalization and Review is scheduled to hear twelve individual property value appeals in one day: three at a 9 a.m. session and nine at a 1 p.m. session. Each hearing pits the owner's requested value against the county's own recommendation, and the board sets the final assessment.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board heard all twelve scheduled appeals on October 16 and decided ten of them, continuing the other two — both filed by the same owner for adjoining vacant lots on Biron Lane — until the owner can supply a percolation test. Every decided appeal came out below its current assessment. The cuts ranged from $1,600 to $317,600, or from under 1 percent to 75 percent of the assessed value; the median reduction was about 6 percent. Combined, the ten properties' assessed value fell from $6,293,000 to $5,552,600.

Most owners argued from comparable sales. Two pointed to flood damage or a flood-zone location, one to a drainage and lot-size problem on a vacant parcel, and two — the continued Biron Lane lots — to unsolicited purchase offers below the assessed value. Nine of the twelve owners appeared, two of them by remote connection, and one had a representative from the Orange County Property Tax Justice Coalition speak on the owner's behalf. In three cases the board set a value below what the county itself had recommended. Nine of the ten decisions were unanimous; the tenth passed 2-1, with Chair Leon Meyers dissenting.

How the votes went

The board decided ten of the twelve scheduled appeals in one sitting and continued two adjoining vacant-lot appeals to allow a percolation test, unanimously in both cases. Of the ten decided, nine passed with all three sitting members in agreement; one, the third appeal heard that morning, passed 2-1 with Chair Leon Meyers dissenting. All three regular members sat for the morning session; alternate Barbara Levine sat in for Richal Vanhook in the afternoon.
