What's on this agenda

Orange County's board of equalization and review takes up two cases on November 5. Westdale Poplar Place LP appeals the $27.29 million value of its 230-unit complex at 605 Jones Ferry Road, seeking $26.41 million. It argues for the lower figure on an income approach. A second appellant asks the board to hear a personal property appeal on a utility trailer, filed after the 30-day window had closed.

A consent agenda separately proposes four more residential value reductions, negotiated directly between the assessor's office and the owners.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board cut the apartment complex's assessment by $439,950, to $26,849,950 — exactly half the $879,900 reduction the owner had sought. The county's commercial appraisal consultant had recommended no change, saying the $118,652 per-unit value already sat below what recent sales, the income approach and past sales of Chapel Hill and Carrboro complexes supported. The board voted unanimously for the reduction.

The board also voted unanimously to deny the personal property appeal, filed two months after the deadline. It adopted, on consent, four more cuts the assessor's office had already negotiated with the owners — reductions of $67,000 to $115,300, $327,400 in all.

How the votes went

The board voted unanimously to reduce the apartment complex's assessment and to deny the untimely appeal. It also adopted its four-item consent agenda unanimously.
