What's on this agenda
The Orange County Board of Equalization and Review heard 29 property-tax appeals of 2025 revaluation values on November 20. It split the docket into a morning session, 9:03 a.m. to 11:30 a.m., and an afternoon session, 1 p.m. to 3 p.m. Fourteen of the 29 owners appeared or sent a representative; the rest let their appeal proceed on the record. The board reduced 20 assessments, left eight unchanged, and raised one, cutting the combined value of the properties it heard from $18,206,100 to $17,147,100.
Eight appeals concerned Northside Chapel Hill rental properties: four from one trust, four from Mastin Holdings LLC and CHNS LLC. Most disputed their Designed Rental Single Family Residence classification, and the board reduced six of the eight, leaving two unchanged. On its last appeal of the day, the board's own review found a misclassified garage and raised a property's value from $223,100 to $225,800, over the owner's request for a reduction.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Chair Richal Vanhook presided over both sessions. In the morning, the panel of Vanhook, Saru Salvi and alternate Barbara Levine heard 19 appeals; in the afternoon, Vanhook, Salvi and alternate Shannon Julian heard 10 more, for 29 appeals total, all decided unanimously. Several Northside Chapel Hill rental properties drew similar disputes over the county's Designed Rental Single Family Residence land adjustment: the board accepted county-recommended reductions on 119 Caldwell Street, 604 and 602 Church Street and 203 Caldwell Street (all owned by the James W. C. Pendergraft Trust), and on 434 Mason Street, a vacant Gomains Avenue lot, 507 Coolidge Street (Mastin Holdings LLC and CHNS LLC, represented by Adam Brown), and went beyond the county's own recommendation on 212 N. Graham Street, cutting it from $580,400 to $426,300. Most other appeals were reduced modestly from the county's proposed value or sustained at the county's figure with no change; one, Russell C. Briggs's continued appeal on Brookhollow Road, resulted in an increase to $225,800 after the county's site review found a garage misclassified as a carport.
How the votes went
All 29 decisions passed unanimously, with no votes recorded against, split across a three-member morning panel (Richal Vanhook, Saru Salvi, Barbara Levine) and a three-member afternoon panel (Richal Vanhook, Saru Salvi, Shannon Julian).
