What's on this agenda
Orange County's Board of Equalization and Review heard 16 appeals of 2025 property revaluation values on December 9, 2025, from 14 individual owners and one company, Evans Estates REI LLC. One owner filed two separate appeals on different parcels. Before the docket, the board also rescinded a December 3 consent-agenda vote on one property and revised its value to $460,900.
The appeals argued comparable sales, home condition and age corrections, conservation-easement and floodplain restrictions, a parcel shrunk by road construction, storm damage, and land that cannot pass a soil-perc test. Evans Estates argued that zoning and site limits diminish the marketability of an undeveloped Farm Lane tract. The current assessed values at issue ranged from $143,400, for an unimproved land parcel, to $1,260,600, for a house.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Three of the board's nine members heard the docket: Chair Leon Meyers, Saru Salvi and Richal Vanhook. They reduced 14 of the 16 appealed values and left one unchanged. The other rose, after a site visit turned up an addition, new outbuildings and an updated grade the county had not previously recorded, taking that property from $722,874 to $817,874. In no case did the board adopt an appellant's own requested figure; where it moved off the county's recommended value, it set a different one, either the county's or its own.
Seven of the fourteen individual owners appeared in person for their hearings, along with a representative for Evans Estates REI LLC. The reduced values ranged from $107,600 to $1,155,500.
How the votes went
All 17 decisions, including the consent-agenda correction, passed without recorded dissent among the three members present, who rotated as movant and seconder throughout.
