Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board decided 18 of the 21 appeals: seven assessments reduced, ten unchanged and one increased. Two appeals were continued to a later date and one was denied because it was filed after the deadline. The seven individual homeowners who appeared had combined assessments of $2,788,400 cut to $2,738,200, a decrease of about 1.8 percent. The 12 decided commercial appeals fell from a combined $503.1 million to about $474 million, a cut of $29.2 million, or roughly 5.8 percent. Two more commercial appeals, both retail condominiums in downtown Chapel Hill, were continued.

The board's biggest cut came on a 6.6-acre industrial tract at 403 Jones Ferry Road in Carrboro. It accepted Jones Ferry Partners LLC's own appraisal, cutting the assessment from $3,955,700 to $1,150,000, a 71 percent cut, rather than the county's recommended $3,649,400. The county had argued that Carrboro's 2022 comprehensive plan calls for the site to become mixed-use, with affordable housing or a recreation center. That would move the industrial use farther from downtown. The board also cut Solano at Chapel Hill, a 240-unit complex, from $65,262,900 to $52,378,100. It reduced one Hartley at Blue Hill parcel from $88,783,300 to $74,592,000 and raised the complex's smaller parcel from $24,312,900 to $26,159,200.

How the votes went

Eighteen appeals decided: seven assessments reduced, ten held unchanged, one increased. Two appeals continued to a later date and one untimely appeal denied.
