Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The board raised three assessments on the county's recommendation, reduced two and left seventeen unchanged. The Shadowood evidence was the plainest. The complex sold in late 2023 for $42.5 million, or $126,488 a unit. The county had it assessed at $121,308 a unit while the owner argued for $106,312. The owner had also spent over $800,000 on the units since buying it. The board took the county's number, close to what the property actually sold for.
On Thermo Fisher, the county produced comparable industrial sales at $116 a square foot, or $44.2 million, and an income approach reconciling to $41 million. It recommended removing an economic modifier that had been depressing the value. On Carraway Village, a 403-unit complex built in 2018, the county acknowledged that vacancy rose sharply once the competing Carraway Tower leased up. The property was 19.35 percent vacant in January 2025, and the county still recommended a higher figure.
Ten of the seventeen unchanged appeals were a single owner's parcels on Regent Place and Weaver Dairy Road in Chapel Hill. Each was appealed at roughly 55 percent of its assessed value. Two assessments came down instead: 2701 Homestead Road by $2,327,500 and 113 Mayo Street by $1,538,900. The board also accepted a consent agenda of thirteen further adjustments county staff proposed without a hearing. Combined, they cut assessed value from $4,831,600 to $4,074,100.
How the votes went
