Regular meeting Housing and affordabilityStormwater and floodingTax rate and revaluation

What's on this agenda

The Orange County Board of Equalization and Review heard seven residential tax appeals of 2026 revaluation values on January 28. One more case was decided on the consent agenda. The board reduced five of the eight assessments and left three unchanged; none went up. Combined value on the five reductions fell from $2,417,000 to $2,148,100.

Appellants argued storm damage, floodplain limits, comparable sales and needed repairs. Five of the seven appeared in person; one sent a family member and one did not attend. The board later agreed to reopen one case after the appellant said she had missed the hearing date and wanted to submit new evidence. That appeal is rescheduled for February 4. The largest single cut lowered one home's construction grade and wrote down two outbuildings on the same tract. Its assessment fell from $514,400 to $429,200.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board met with three of its nine members present: Chair Leon Meyers and alternates Shannon Julian and Barbara Levine. It heard seven individual appeals of 2026 revaluation assessments. It sustained the county's original value in three cases: Cyrus Hogue III's 210 Burnside Drive tract ($199,300), Bryan Hilley's 107 Elfin Boulevard townhouse ($414,600), and Elizabeth Debree's 507 North Street property ($859,200, though the board corrected the building type in county records from multi-family to single-family). It reduced four properties: Doris Wilson's 408 North Hasell Street home to $388,300; Larry Reid's 1819 Purefoy Drive home to $551,000; Reid's second property at 8006 Sandberg Lane to $306,200; and Sandra Theard's 8500 Union Grove Church Road home to $429,200. A further reduction, on Igor Lorenzo Andreoni's property, was approved on the consent agenda, from $520,600 to $473,400. In the Wilson case, the appellant did not attend her hearing; after the meeting she told the tax office she had forgotten the date and asked to present new evidence, and the board agreed to rescind its decision and reschedule the appeal for February 4, 2026.

How the votes went

All motions passed without recorded dissent among the three members present. Leon Meyers and Barbara Levine made and seconded most of the individual appeal motions, with Shannon Julian voting in favor each time. The consent agenda, which included one additional assessment correction, was also approved unanimously.
