Regular meeting Tax rate and revaluation

What's on this agenda

Orange County's board of equalization and review heard eleven property value appeals on February 4, a residential docket rather than the commercial one it took a week later. Most of the values in front of it were modest, from $68,000 up to $2.16 million.

The board runs through the appeal season on consecutive weeks, and this was among the first sittings of 2026.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Orange County's Board of Equalization and Review heard 12 property value and tax penalty appeals on February 4, all but one from owners who did not appear in person. In the value appeals, the board never adopted an owner's own requested figure: it accepted the county's revised value, usually a reduction from a lower land base rate applied across a neighborhood review, in six cases ranging from $64,000 to $430,100, and left the assessment unchanged in three more, including a $2,162,800 house that had already been reduced once at an earlier hearing. The one owner who appeared in person won a partial reduction, from $114,700 to $110,400, after the board applied an added 10% for physical depreciation beyond what staff recommended.

On discovery tax penalties, the board denied forgiveness for two farm-related businesses appealing as a matter of adjudicated timing, but granted a 50% penalty compromise to CrossFit Chapel Hill, a small business that cited an audit finding it under-filed personal property listings, and a cash settlement of $577.73 to another farm business. The board also voted to reconsider one earlier decision after the owner submitted additional evidence.

How the votes went

Accepted the county's revised value in 6 of 9 value appeals; left the value unchanged in 3. Denied penalty compromise for 2 businesses; granted compromises to 2 others. All votes were unanimous among the members present.
