What's on this agenda

Orange County's board of equalization and review sat from 1 p.m. to 4:28 p.m. on February 11 and heard fifteen property value appeals, nearly all of them commercial and every appellant present. The names on the docket are institutional: retail property companies, student housing partnerships, a university real estate holding company, and a warehouse owner.

Tax leadership also gave the board an overview of the neighborhood review project the board itself had ordered at an earlier meeting.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Appealing did not reliably help. Of the fifteen, six assessments came down, seven were held where they were, and two went up. The largest reduction took a property from $104,313,300 to $93,532,200. The largest increase moved one from $12,966,600 to $18,522,300, and a second rose from $17,720,900 to $20,089,700.

The first case shows how the county built its arguments. A limited liability company, represented by an attorney, asked for a reduction on a house at 207 Ashe Street in Hillsborough without filing any supporting documentation. County staff came with a sales analysis of comparable homes in the neighborhood, including the sale of the subject property itself, which had sold in April 2024 combined with the adjacent vacant lot for $456,500. Staff recommended a 20 percent land adjustment on both parcels, and the board set the value at the county's figure of $312,500 rather than the $267,330 sought.

How the votes went

Fifteen appeals decided: six assessments reduced, seven held unchanged, two increased.
