Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The board decided its farmland preservation plan had been edited into something softer than it meant, and voted to reconvene the subcommittee to put the goals back. The county attorney and planning staff had both proposed changes that members said dampened parts of the plan, including paying directly for training or Good Agricultural Practices certification. Staff pointed out that land trusts and the Farm Bureau can fund some of this, so the original goals could stand with wording that allows outside money. Alice Ranells moved to reconvene the subcommittee to review the edits and report back; Woods seconded and it passed.
The new post the plan envisages depends on the county allocating recaptured present-use value revenue to farmland preservation, so the board's larger ask is a dedicated funding stream. Members agreed to go back to the commissioners in December or January with a short overview, an executive summary naming the constraints, and a ranked list of priorities, since the plan itself does not rank its goals. Several said the board should remind the commissioners how many volunteer hours went into it and that they had asked for this advice, and that Orange County is late to a movement other counties have already joined.
On membership, five seats are vacant. The board voted to recommend reappointing Mary Beth Miller and Michael Wagger, appointing Glenn Rose to the Hillsborough voluntary agricultural district seat and Jeff Sykes to the Cane Creek-Buckhorn seat. Members said they need to attract younger farmers and named people to approach. Staff will circulate new applications by email so the board can rank them in time for the commissioners' September appointments. On the voluntary agricultural districts, seven new signs are up and the program is current; members discussed Tropical Storm Chantal damage, possible state assistance and the federal emergency program, and urged farmers to report crop losses.
How the votes went
The approved meeting summary records three motions, each passing with no count or dissent recorded: approval of the March 19 minutes (Woods, seconded by Compton); reconvening the plan subcommittee to review the edits and report back (Ranells, seconded by Woods); and recommending the reappointment of Mary Beth Miller and Michael Wagger and the appointments of Glenn Rose and Jeff Sykes (Ranells, seconded by Woods). Eight members attended.
