What's on this agenda

Orange County commissioners consider a rezoning that would let Carolina Friends School bring its 110-acre Chapel Hill Township campus into compliance with county zoning and expand within a 500-student cap, plus $874,702 in combined federal, state and local FY 2027 transit grant applications for rural service, senior and disability transportation, and capital equipment. The board also weighs a presentation schedule and up to $80,870 in outside consultants and a facilitator for its Land Use Plan 2050 update, an amendment to a broadband agreement with Lumos, an 11-item consent agenda, and the county's first annual report on its Climate Action Plan.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board approved the Carolina Friends School rezoning and the transit grant applications without comment at either hearing, and pulled the Lumos broadband amendment from the agenda at the meeting's start after Chair Bedford moved to postpone it; a resident later asked the board to explain the delay publicly. On the Land Use Plan 2050, the board approved a calendar of work sessions and retreats running through November, then voted item by item on paid help: $2,250 for a groundwater hydrology consultant passed 6-1, $12,000 for a conservation-subdivision consultant and $4,020 to keep Clarion Associates on for continuity both passed unanimously, but a $45,100 UNC housing market study and a $17,500 meeting facilitator were each eliminated 4-3 after members split over cost and independence. The board also cleared its consent agenda, heard the county's first Climate Action Plan annual report, and held no closed session despite it being on the agenda.

How the votes went

Votes to open and close both public hearings, and to approve the rezoning and the transit grants, were unanimous. On Land Use Plan 2050 spending: the presentation calendar passed unanimously; a $2,250 groundwater study passed 6-1 (Hamilton opposed); a $45,100 housing market study was eliminated 4-3; a $12,000 conservation-subdivision consultant passed unanimously; a $4,020 Clarion Associates continuity contract passed unanimously; and a $17,500 meeting facilitator was eliminated 4-3. The consent agenda passed unanimously.

Who spoke

6 members of the public spoke.

  1. A resident raised concerns about a proposed rezoning for a 78-acre development on NC Highway 86, citing septic systems near Strouds Creek and its watershed.
  2. A resident who has lived near the same Highway 86 property for 24 years described its agricultural use and asked the board to preserve the rural buffer.
  3. A teacher at Eno River Academy said the property supports the school's outdoor education program.
  4. A resident criticized delays in the Lumos broadband contract and asked the board to make the reasons for delay public.
  5. A resident objected to hiring for-profit consultants for the Land Use Plan 2050, citing conflict-of-interest concerns.
  6. A resident urged the board to rely on university and nonprofit expertise instead of paid consultants for the land use plan.

Four residents spoke during the general comment period, all on matters not on the printed agenda: a proposed rezoning on NC Highway 86 near Strouds Creek, and delays in the Lumos broadband rollout. Two more residents spoke later during the Land Use Plan 2050 discussion, opposing the use of paid consultants. Neither the school rezoning hearing nor the transit grant hearing drew any public comment.
