What's on this agenda

The Orange County Board of Commissioners hears the first of several staff presentations answering its own questions about the Land Use Plan 2050 update. This one covers the plan's data sources and how watersheds limit development. It also covers the county's joint planning agreements with its towns, including the Water and Sewer Management, Planning and Boundary Agreement. The board also takes up reappointments to seven advisory boards, discusses where closed sessions fall on future meeting agendas, and weighs the future of its Strategic Communications Work Group.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board spent about two hours on the first of several planned presentations responding to its own questions about the Land Use Plan 2050 process. Staff covered the plan's data sources, how watersheds shape what can be built, and the county's joint planning agreements with its towns. Former commissioner Barry Jacobs, invited by the chair, recalled the water shortages of the 1960s and 1970s that pushed the county toward those agreements and said Orange County still looks more like itself today than faster-growing neighbors such as Chatham County. Further sessions are scheduled through November, including two half-day retreats.

By consensus, the board filled or refilled seats on seven advisory boards: the Adult Care Home and Nursing Home Community Advisory Committee, the Agricultural Preservation Board, the Animal Services Advisory Board, the Arts Commission, the Commission for the Environment, the Hillsborough Planning Board and the Orange Unified Transportation Board. On the Human Relations Commission, the board approved four of five recommended appointees but declined to appoint Mary Lucas, who already serves on two other advisory boards, and asked staff to recruit more applicants for her seat. Commissioner Phyllis Portie-Ascott proposed moving closed sessions to a standing 6 p.m. slot ahead of regular meetings instead of scheduling them at the end of the night; the board asked the county attorney to look into a standing placeholder and bring a Rules of Procedure amendment to a future business meeting. The board postponed discussion of the Strategic Communications Work Group's future to a later meeting, then went into closed session at 9:24 p.m. to consult with its attorney, reconvening at 10:14 p.m. and adjourning at 10:15 p.m.

How the votes went

All four recorded votes were unanimous: to postpone the Strategic Communications Work Group discussion, to enter closed session, to reconvene and to adjourn. The board's advisory-board appointments were made by consensus, not roll call.
