What's on this agenda

Property tax appeals have cut $232,489,448 from Orange County's assessed value this year. The tax office reports to commissioners on the count so far: 3,346 informal appeals and 1,109 formal ones across 3,966 properties. A separate review of assessment neighborhoods has already adjusted 1,460 properties downward by nearly $61 million.

The board also considers a $100,433 incentive to move CITEL America's US headquarters and manufacturing from Florida to Hillsborough. Also on the agenda: more money for the Longtime Homeowner Assistance Program, a fare-free pilot for county bus routes, and two Juvenile Crime Prevention Council appointments.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Commissioners approved all of the meeting's substantive items unanimously. They set the CITEL America incentive at $100,433 to move the company's US headquarters and manufacturing from Florida to a former STIHL building in Hillsborough. They approved a one-year fare-free pilot for fixed bus routes starting January 2. They also voted to restore the Longtime Homeowner Assistance Program to a 25 percent share of the county tax burden, leaving staff to propose how. Commissioners appointed Deputy County Manager Caitlin Fenhagen and Commissioner Bedford to the Juvenile Crime Prevention Council; county bylaws did not allow the staff designee they had discussed on December 1.

The tax office's report showed appeals have cut $232,489,448 from assessed value. All informal appeals and 64 percent of formal ones were decided as of November 26. A separate review of assessment neighborhoods has adjusted 1,460 properties downward by $60,972,300, with 152 of 171 flagged neighborhoods complete.

How the votes went

Every vote was unanimous with all seven commissioners present: adding three items to the agenda, opening and closing the CITEL public hearing, the CITEL incentive agreement (McKee/Fowler), restoring the homeowner assistance program to a 25 percent share (McKee/Bedford), the fare-free transit pilot (Bedford/Greene), the consent agenda (Fowler/McKee), two juvenile crime prevention council appointments, closed session, and adjournment.

  1. 3 Announcements, Petitions, and Comments by Board Members
Commissioners reported on a new North Carolina House special committee on property taxes meeting December 17, warned by the state association that Florida and California moves to cap or eliminate property taxes may influence the conversation here. They also updated the board on the tax assessment work group, which has met four times in six weeks and is issuing a request for proposals for a consultant to review tax policies and recommend improvements to equity in revaluation and to community communication about appeals, with responses due in 30 days and review expected to take about three months. A presentation from Wake County's tax assessor was cited approvingly: technology updates, bringi…
  2. 5.a Public Hearing: Economic Development Recruitment Incentive with CITEL America, Inc.
A performance-based incentive of up to $100,433 for CITEL America, a French manufacturer of electrical surge protection devices founded in Paris in 1937 and operating in the United States since 1985. The company is relocating its US office and manufacturing from Florida, citing more frequent extreme weather and the resulting costs, and wants to be near RDU for direct flights to Paris. The Orange County site would be its new US headquarters. Staff said the agreement is revenue positive for the county in all years. No one spoke at the hearing.
    Approved unanimously
  3. 6.a Longtime Homeowner Assistance Program — Potential Addition of Funds
The program discounts or rebates county property tax for low-income long-term homeowners. Applications rose from 604 in 2024 to 942 in 2025 and approvals from 502 to an estimated 850, following the revaluation. The estimated county tax burden across recipients is $1,894,000; the current $377,805 allocation would cover 19.9 percent against 25 percent last year. Chapel Hill contributes and Carrboro joined this year, applying their money to the town portion of residents' bills.
Approved unanimously to reach 25 percent, with staff to propose how
  4. 6.b One-Year Pilot Implementation of Fare-Free Fixed Route Transportation Service
Fee changes making Orange County Public Transportation's fixed routes fare-free from January 2, 2026 for one year. Staff said it saves about $32,000 a year, since the fare collection equipment is at end of life and boarding is faster without qualifying riders for reduced fares. Fixed routes run 8 a.m. to 5 p.m.; on-demand rides remain $3 to $5 against a cost of $70 to $90 per trip. Two commissioners said they would make it permanent; the chair wanted a pilot to see the effect on demand.
    Approved unanimously
  5. 7.a Update on Revaluation Appeals and Neighborhood Reviews
Staff or committee report Tax rate and revaluation
Through November 26, appeals had cut $232,489,448 from assessed value, with a median reduction of $38,000 on residential and $66,400 on non-residential property. There were 3,346 informal appeals and 1,109 formal ones across 3,966 unique properties; 77 formal appeals missed the deadline. All informal appeals were decided; 655 formal appeals, 64 percent, were complete with 367 in process and the rest scheduled by January 22. Separately, the tax office reviewed its 1,026 assessment neighborhoods, finding 86 outside the assessing officers' equity standards among those with five or more sales, flagging 76 more, and studying the 19 named by the Orange County Property Tax Justice Coalition — 171…
  1. 11.a Orange County Juvenile Crime Prevention Council — Appointments
Two appointments to the juvenile crime prevention council, added to the agenda at the start of the meeting. The board had decided on December 1 not to appoint a commissioner and to use a staff designee instead, then learned the bylaws do not allow that for the seat in question. It appointed the deputy county manager and, separately, a commissioner. One member noted racial disproportionality in juvenile justice in the county, citing a report brought to the board about two and a half years ago.
    Both appointments approved unanimously
