What's on this agenda

Orange County's commissioners meet jointly with Mebane's mayor and officials on March 19, and the agenda runs in the order the questions actually depend on each other: first each government's comprehensive land use plan update, then water and sewer capacity, then proposed new schools in the Orange County part of Mebane. The school question gets the longest block, 45 minutes, covering candidate sites, what recreation might go with them, and how they could serve as emergency shelters.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Orange County commissioners met jointly with Mebane's mayor and council on March 19 at the Whitted Human Services Center. Planning directors from each government walked through their comprehensive plans. Mebane adopted its 2045 land use plan in December. Orange County's 2050 plan is still in draft; commissioners asked staff to study conservation subdivisions and the county's 13 water supply watersheds first. Mebane's utilities director said the city's wastewater plant now treats 2.5 million gallons a day. It is being expanded to 4 million gallons by early 2028, at a cost of about $90 million. He said plant capacity, not land, sets the pace of the 400 to 450 certificates of occupancy Mebane issues each year.

Orange County's budget director presented early plans for a new elementary school next to Gravelly Hill Middle School and the Soccer.com Center on West Ten Road. Voters approved the bond funding it in 2024. That site and two neighboring parcels would be annexed into Mebane. Staff are also weighing a shared gymnasium for community recreation. They're designing the school to double as an emergency shelter too, since the county's west side has none now. No votes were taken on the substance of any item; the two boards asked questions and traded information before adjourning at 8:43 p.m.
