What's on this agenda

Orange County commissioners hold a half-day retreat on March 21 on housing markets and pricing. It's part of a long series of sessions the board asked for before setting direction on the Land Use Plan 2050.

Yonah Freemark of the Urban Institute presents on housing economics and Todd Taylor of OWASA on utility capacity. A roundtable with affordable housing groups, the chamber and the homebuilders association follows.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

This was the last of three half-day retreats the board scheduled to finish a housing background request it made in April 2025. Urban Institute researcher Yonah Freemark told commissioners a household would need 5.7 years of full salary to pay off a house in Orange County. He said the county's land-use choices favor large-lot single-family homes, a pattern closer to Chatham County than the housing diversity in Wake and Durham.

OWASA director Todd Taylor said the utility's reservoirs and treatment plants can meet the towns' and university's projected growth. Extending service into new areas would need study and infrastructure paid for by ratepayers. Representatives of Community Home Trust, EMPOWERment, Habitat for Humanity, the Homebuilders Association and county housing staff then discussed barriers to affordable housing. They cited land and construction costs, funding gaps for extremely low-income renters, and septic limits on rural development. The board took no vote and adjourned at 5:01 p.m.
