What's on this agenda

Orange County's commissioners set their 2026 priority legislative issues on March 23, aligning what they will ask the General Assembly for with the state association of county commissioners' advocacy goals and the county's own strategic plan.

The list runs across agriculture, environment, health and human services, justice and public safety, public education, and tax and finance. The county's top-tier goal is protecting and expanding farmland preservation programs.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Two of the goals read as defensive. Under tax and finance the board asks the legislature to preserve county funding and taxing authority, and to pay for any expanded property tax exemptions out of the state budget rather than out of county revenue. That is the same concern the board's own tax assessment work group was tracking in April, when a House select committee was proposing a constitutional amendment on property taxes, and the same one the vice-chair raised in June when explaining the county's $21 million budget gap.

Under environment the county asks for protection of clean water supplies and watersheds, more state money for disaster mitigation and storm resilience, funding to extend water and sewer into underserved and rural areas, and preservation of local or regional authority over interbasin water transfers. Health and human services asks for expanded behavioral health treatment and crisis system capacity, which the county was building itself at the same time in the crisis diversion facility.
