What's on this agenda

Orange County's commissioners took the manager's recommended ten-year capital investment plan on April 7, held two public hearings, and heard a school enrollment forecast. One hearing covered the draft HOME Investment Partnership annual action plan; the other a county-initiated zoning amendment moving a watershed overlay boundary on a single 19.4-acre parcel in Bingham Township.

The board also discussed how the county communicates with residents and how its online content measures against the Americans with Disabilities Act.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The watershed amendment passed unanimously with nobody signed up to speak. It shifts the line between the Jordan Lake unprotected watershed overlay and the University Lake protected watershed overlay across one unaddressed parcel. Protected watersheds in the county are both a stormwater management designation and a zoning overlay, so moving the line requires a zoning atlas amendment and a full hearing under state law. The planning board had recommended approval unanimously in February.

The school enrollment forecast came from a joint process: six entities voted unanimously to have Carolina Demography prepare the projection. On the capital plan, the chair reminded the board that voters had passed the bond referendum behind part of it. The board also took up how the county's online content meets ADA requirements, an accessibility question that reaches every department that publishes anything.

How the votes went

The zoning atlas amendment and its statement of consistency passed unanimously, as did the motions to open and close both hearings. One later vote split 5 to the rest of the board.

A ten-year enrollment projection from Carolina Demography forecasts declines of about 10% in Chapel Hill-Carrboro City Schools and 9% in Orange County Schools, driven by falling birth rates and reduced in-migration.
