This is where the year's central argument was framed. The capital plan the manager recommended here is the one the board amended on 4 June, when a motion to accelerate pay-as-you-go school capital failed 2-5 against an argument that a consultant's plan identified $1.1 billion of school renovation need, that the $300 million bond covers about 27 percent of it, and that the $100 million of pay-go added brings it to 37.

The operating budget model is the projection that turns those capital choices into future tax rates. It is why a commissioner could argue in June that adding school funding now would slightly reduce the total tax increase over time by smoothing the rise expected in 2028-29 - a claim only a multi-year model can support or refute.

The rate went from 63.83 cents to 68.05 in the budget that followed.
