What's on this agenda
Knightdale's council took up three annexation matters: continuing public hearings on the Lyndon Oaks annexation and its development agreement, holding a hearing on the Hinton Oaks Industrial Park annexation, and setting a future hearing on the Haven at Griffith Meadows annexation. In old business, the council was set to take final action on the Clifton Road Conservation Subdivision rezoning, ZMA-8-24. The consent agenda carried advisory board appointments, cleaning and landscaping contracts for FY26, and law enforcement center training-room and security contracts.

Meeting recap
What happened, drawn from the records published after the meeting.
The council adopted its agenda and approved its consent agenda in one vote, covering the June 11 and June 18 minutes, advisory board appointments, an FY26 cleaning services contract, an FY26 landscape maintenance contract, two Law Enforcement Center contracts for its training room and its security vendor, the Lyndon Oaks street and subdivision name application, and a resolution setting an August hearing on the Haven at Griffith Meadows annexation. At the developer's request, it continued the Lyndon Oaks annexation, AN-4-25, and its companion development agreement, ZMA-2-23, to August 20 while a phasing plan is finalized; two residents spoke against the pace of development in town, and the clerk read summaries of eight written comments opposing the annexation and the agreement. The council then closed a hearing on the Hinton Oaks Industrial Park annexation, AN-3-25, where no one spoke, and adopted an ordinance annexing the roughly 60-acre site.
In old business, the council approved the Clifton Road Conservation Subdivision rezoning, ZMA-8-24, adopting an ordinance and an advisory statement finding it consistent with the comprehensive plan. The 32-acre, 95-lot development goes forward despite the Land Use Review Board's unanimous vote in June to recommend denying it. The council also voted to launch a Hometown Heroes banner program honoring living veterans, budgeted at about $16,000 for its first year, before entering closed session under General Statute 143-318.11(a)(5).
How the votes went
According to the recording, the council adopted its agenda and its consent agenda by voice vote, continued both the Lyndon Oaks annexation and its development agreement to August 20, adopted an ordinance annexing the Hinton Oaks Industrial Park site, adopted an ordinance and advisory statement approving the Clifton Road Conservation Subdivision rezoning, voted to authorize the Hometown Heroes banner program, and voted to enter closed session. Every motion is recorded as carrying; the automated captions do not give individual vote tallies, and no minutes are on file.
Who spoke
2 members of the public spoke.

The general public comment period drew no speakers. Two residents spoke during the Lyndon Oaks annexation hearing, and the town clerk read summaries of eight written comments opposing the Lyndon Oaks annexation and its development agreement, citing traffic, schools and the pace of growth.
