Durham County commissioners hold a regular session on August 11, 2025, opening with a 4 p.m. closed session on a personnel matter. The consent agenda carries a $1,500,000 budget amendment to fund the Durham Affordable Housing Loan Fund, part of a $5 million push by the county, city and Duke University to grow the revolving loan fund to $30 million; a $656,331.78 purchase of Sheriff's Office vehicle equipment; a $562,240.31 EMS billing and collection contract; and a $246,815.70 contract to replace bleacher seating at Durham County Memorial Stadium.
Also on consent: a $448,250 contract to clean and restore ductwork at the County Detention Center; a $447,732.98 construction contract with Samet Corporation for the first phase of the Office of Emergency Services fleet maintenance facility renovation at 1129 E. Geer Street; a $287,014 renewal of the Governor's Highway Safety Program grant funding three deputies' traffic enforcement; a resolution authorizing the county attorney to execute opioid settlements with secondary manufacturers, Purdue Pharma and the Sackler family; and the removal of a Juvenile Crime Prevention Council member for repeated absences. Meeting recap
What happened, drawn from the records published after the meeting. Recording
A short meeting with four of the five commissioners present and nothing on the regular agenda. The board excused Commissioner Valentine's absence, approved the July 28 minutes and passed the consent agenda 4-0. One item was queried rather than pulled: a commissioner asked whether the scope of work on contract 25-0430 had been amended, and the chair confirmed she had added language requiring an annual report from Student U by May 29, 2026, after a request at the work session.
The board met in closed session before the open meeting and took no action there. Announcements covered in-person disaster help for people affected by Tropical Depression Chantal at the North Regional library branch, 2025 tax bills going out the following day, and three drop-in workshops on the Durham to Roxboro Rail Trail study, which would turn 18 miles of inactive rail corridor into a multi-use trail.
Commissioner Jacobs reported that Durham County was accepted into a national youth justice peer exchange in Pierce County, Washington, and that she will attend a behavioral health and crisis response exchange in Henrico County, Virginia, focused on diverting behavioral health calls away from the 911 system. Sarah Stevens introduced herself as Duke Energy's new district manager for government and community relations covering Durham, Orange, Chatham and Lee counties. Names here come from automatic captions.
How the votes went
From the recording, with four of five commissioners present: the agenda was approved 4-0 on a motion by Vice-Chair Lee, seconded by Commissioner Burton; Commissioner Valentine's absence was excused; the July 28 minutes were approved without opposition; and the consent agenda passed 4-0 on a motion by Commissioner Burton, seconded by Commissioner Jacobs. The chair reported no action from the closed session.
Who spoke
No members of the public spoke.
No general public comment was taken. Duke Energy's new district manager introduced herself during announcements.
Read from the recording's automatic captions, which misrender names and numbers — "Kildaire" comes through as "kill dare". Treat a name or a figure here as a pointer to the video, not as the record. Members of the public are private residents and are not named or indexed.

They misrender names and figures — "Kildaire" comes through as "kill dare", and case numbers arrive as noise. Each timestamp opens the video at that moment, which is how a passage here gets checked against what was said.

Morninging everyone. Thank you so much for joining us. The board met in close session. Uh no action was taken. I will now get us started with the public charge for our regular session this August 11th. The board of commissioners asks its members and residents to conduct themselves in a respectful, courteous manner both with the board and fellow residents. At any time should any member of the board or any member of the public fail to observe this public charge, the chair will ask the offending person to leave the meeting until that individual regains personal control. Should the quorum fail to be restored, the chair will recess the meeting until such time that a genuine commitment to the public charge is observed. Commissioner Burton, would you like to read the land acknowledgement?
Yes. Land acknowledgement. As we convene for the Durham County Commissioners meeting, it's crucial to recognize the painful truth of history. We stand on the stolen ancestral lands of the Kataba, Eno, Okanichi, Shakori, and Tuscarora peoples whose deep connection to this land predates our arrival. We acknowledge with humility the unjust displacement and violence that occurred leading to the dispossession of indigenous peoples from their homelands. Their resilience in the face of such adversity is a testament to their strength and spirit. May we humbly honor the ancestors and elders of these nations, both past and present, by committing ourselves to fostering understanding, healing, and justice for all who inhabit the land. Let us walk forward together with open hearts, acknowledging the past and embracing a future guided by compassion, respect, and unity.
