The council told staff to move ahead with a Solicitation for Development Partners covering the Ting Park Sports and Entertainment District and a Mims Park downtown vitalization project, keeping land conveyance on the table as a last resort and asking the Land Use Advisory Committee to screen proposals before any recommendation comes back to council. Staff plans to issue the solicitation December 8, with proposals due March 6, 2026, and a partner chosen in the fall. Police Chief Paul Liquorie presented four new patrol zones split along NC 55, saying officers now spend 25% of shift time on calls against a target of 60% and could be deployed more strategically; the zones are set to go live around the start of the year once Wake County loads them into the dispatch system.

Town Clerk Linda McKinney reported 319 public records requests through October 31, three-quarters answered within 48 hours, and the council picked the Frosty float over the Penguins for the Happy Holly Days Parade. After an update on new downtown holiday decorations, the council voted unanimously to enter closed session to consult the town attorney on Greenhawk v. Town of Holly Springs and to discuss an economic development project, then voted unanimously to leave closed session and adjourn at 8:24 p.m.
