What's on this agenda

The Holly Springs Town Council took up a seven-item consent agenda covering a $1.07 million upfit at the Operations Campus, a regional wastewater engineering study MOU with Apex and Cary, and the voluntary annexation of a proposed Duke Energy substation site on Deer Path Road, alongside public hearings on that substation's rezoning and an EV-parking amendment for the Pine Springs Upper School. New business included a three-year, $457,000 microtransit contract with BeeFree and a $1.2 million design contract for the second phase of Avent Ferry Road widening.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The council approved its full consent agenda unanimously, including the Operations Campus upfit ordinances, acceptance of a $2,400 Arts for Towns grant, surplus of a retiring police captain's badge and sidearm, the three-town wastewater engineering MOU, and a resolution starting the annexation process for the Duke Energy substation site, setting an October 21 public hearing. It continued the 1317 N. Main St. Commercial Tracts development plan amendment to that same October 21 meeting. Both public hearings, on the Duke Friendship substation rezoning and the Pine Springs Upper School PUD amendment reducing required EV parking spaces, drew comment from applicants' representatives but no council decision; both move to Planning Board on September 23 before returning to council October 21. The council voted unanimously, in three separate motions, to authorize a three-year microtransit contract with BeeFree branded as the Holly Springs Hopper, launching January 5, 2026 with in-town fares of $2 and free rides for seniors and residents with disabilities. It also voted unanimously, in three motions, to approve a $1.2 million design contract with Exult Engineering for the Avent Ferry Road widening's second phase. Two residents addressed the board: one in writing asking that Lockley Road be resurfaced, one in person criticizing the council, planning board and staff over the development review process. The council went into closed session for the town manager's annual review and adjourned at 8:25 p.m.

How the votes went

The agenda adjustment, the full consent agenda, all three microtransit contract motions, all three Avent Ferry Road design contract motions, and entering and leaving closed session all passed by unanimous vote. No item was contested or failed.
