What's on this agenda

Holly Springs' council approved the 237-unit Hazel Ridge major subdivision off Duncan Cook Road and a $63.98 million construction price for Eagles Landing Park's buildings and site amenities. The council also weighed a contested request to strip retail, a hotel and a performing arts center from the 1317 N. Main Street development plan across from Ting Park, replacing them with a single medical office building, over staff's recommendation to deny it.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The council unanimously approved the Hazel Ridge Major Subdivision Plan, a 237-lot single-family subdivision off Duncan Cook Road with 30% open space, after the Planning Board recommended it 9-0. On the more contested 1317 N. Main St. item, staff recommended denial, saying the applicant's plan to drop retail, a hotel and a performing arts center in favor of one 75,000-square-foot medical office building no longer matched the town's Mixed-Use Center designation or the approved Development Agreement; the Planning Board had split 8-1 in favor. After the applicant's attorney asked to withdraw rather than face a denial, the council voted to table the decision for 60 days so the applicant could rework the plan, rather than voting on the findings of fact as originally moved. The council also approved rezoning 4016 Berman Edge Road for an infill residential subdivision, approved a $63,977,292 guaranteed maximum price for Eagles Landing Park's recreation center building and site amenities, restoring bid alternates like the skate park and perimeter greenway that had earlier been cut for cost, and adopted a resolution supporting House Bill 352, which would ease bidding requirements on large water and sewer projects. No closed session was held.

How the votes went

Nearly every vote was unanimous: the agenda amendment adding the House Bill 352 resolution, the full consent agenda, the Hazel Ridge findings of fact, the Berman Edge Road rezoning, both Eagles Landing Park GMP motions, the House Bill 352 resolution, and the motion to adjourn. The 1317 N. Main St. item did not reach a final vote; a motion to deny it was withdrawn and replaced with a unanimous motion to table the decision 60 days.
