The board also put $506\,945 toward buying the Durham-to-Roxboro Rail Trail corridor from the state\, distributed the 2 percent cost of living adjustment worth $3.6 million across departments\, and hired a temporary staffing agency for $255\,747.66 to run election operations through the general election. The county would buy an agricultural conservation easement on the Dean Farm near Wendell\, sign a memorandum with Duke Energy covering the Harris nuclear plant\, and adjust affordable housing loans on Carlton Place Apartments on East Davie Street and on Fisher Grove. A second public hearing covers the county's 2028 application to the state community transportation program. The Planning and Zoning Board found the request consistent with the Imagine Cary plan 8-1\, in July 2025.\n\nThe council also votes on extending its smoking ban. The 2007 ordinance covers town buildings and vehicles\; the amendment would reach all town grounds\, the whole parks system including greenways and trails\, and private enclosed places open to the public across the town\, with a narrow allowance for designated outdoor smoking areas.
