The tax collector reported a 99.33 percent current-year collection rate for FY 2025-26. The joint public hearing is held at 6 p.m. that evening.\n\nThe board also holds hearings on the HOME program's annual report and on a $191\,911 state and federal rural transit application\, hears from OWASA on the drought and PFAS\, and gets an update on the J Branch rail trail study. The consent agenda buys 35 Motorola portable radios for $352\,560\, hires engineers for the first phase of the VIPER radio expansion for $186\,200\, and borrows $504\,000 to replace Durham Tech's rooftop HVAC units. DESCRIPTION:OCPT Staff Working Group\n\nOrange County's transit tax district staff working group votes September 16 on $113\,000 of second-quarter changes to the FY27 transit work program\, then sends them out for public comment. The largest piece is a $33\,000 Orange share of a $100\,000 alternatives analysis for bus lanes on NC 54 between US 15-501 and Interstate 40. GoTriangle wants the study done now because NCDOT is already running environmental work on that stretch\, and the corridor is part of the Chapel Hill to Triangle Town Center project that scored highest of any regional transit project in SPOT 8.0. Durham's transit plan would pay the other 67 percent.\n\nThe rest is operating money. GoTriangle asks for five more weekday revenue hours on Route 800\, which runs between UNC Hospitals and the Regional Transit Center by way of Southpoint and RTP. Boardings there rose 29 percent over the past year and round trips routinely run past 120 minutes\, putting the route behind schedule. GoTriangle also wants $32\,438 more for the Transit Assistance Program\, which paid for more than 400\,000 fully subsidized trips in FY25 against an $82\,500 budget. DESCRIPTION:Board of County Commissioners\n\nOrange County's commissioners meet both school boards at 7 p.m. in the Whitted Building in Hillsborough\, and the county's budget outlook is the item with the most at stake. Staff warn that the 2027-28 budget faces high fuel costs\, a possible small tax increase to cover interest on new elementary school construction\, and sales tax receipts that fell in 2025-26 because refunds outgrew collections. A cap on property tax increases is on the November ballot\, and the General Assembly would decide the details in the spring. The 2028-29 year looks harder: about $3 million a year for the crisis care center\, $3.5 million for the final school pay-go step\, and peak payments of roughly $11 million on $110 million in referendum bonds.\n\nChapel Hill-Carrboro City Schools and Orange County Schools each report state test results and enrollment. The county also reports on youth behavioral health: the Jamezetta Bedford Crisis Care Center\, due to open in winter 2027-28 with a 24-hour urgent care unit for children 4 and older\, a mobile crisis pilot\, and a proposed countywide mapping of how young people with behavioral health needs move through schools and the courts.
