SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners denied the Summit Church's rezoning on 16 December 2024\, refusing both halves of the request: 46.607 acres on US 15-501 N back to residential\, and 50.117 acres at 9780 US 15-501 N to conditional district office and institutional for a place of worship. The church sued the county\, and the board was still in closed session over that suit in June 2025.\n\nThe same meeting took the 2024 financial audit\, the capital plan for 2026 through 2032\, the digital inclusion plan\, a shelter needs assessment\, the climate committee's annual report\, and the retirement of the county manager after fourteen years.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2024/12/1372_A_Board_of_Commissioners_24-12-16_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4252

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's manager laid the recommended 2025-2026 budget before the commissioners on 5 May 2025: $288.3 million\, with a tax rate of 60 cents per $100 against the current 72.5 cents. This is the first budget after the 2025 revaluation\, and the revenue neutral rate would be 52.96 cents\, so the recommended rate is a real increase against the new values.\n\nThe board also gave staff direction on rewriting the advisory committee policy\, and adopted a resolution objecting to the planning and zoning bills moving through the General Assembly.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2025/5/1422_A_Board_of_Commissioners_25-05-05_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4261

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners met in special session on 26 June 2025 for one purpose: a closed session with the county's attorney about The Summit Church v. Chatham County. That suit follows the board's denial of the church's rezoning request on US 15-501.\n\nNothing else was on the agenda\, and no action was reported afterwards.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2025/6/1423_A_Board_of_Commissioners_25-06-26_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4266

SUMMARY:Chatham County: Climate Change Advisory Committee Meeting
LOCATION:Virtual Meeting\, Virtual Pittsboro\, North Carolina 27312
DESCRIPTION:Climate Change Advisory Committee\n\nChatham County's Climate Change Advisory Committee met on 26 June 2025. The commissioners had not taken up the climate retreat at their 16 June meeting\, and the committee spent its time on the retreat's new timing and what preparation it owed. It also reviewed what is left of federal climate funding.\n\nA member demonstrated a mapping tool that puts revenue and service cost side by side for different kinds of development.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/73204/638862722296700000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4321

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners cleared a long\, mostly routine consent agenda covering appointments\, interlocal hazardous-waste agreements with Cary and Pittsboro\, a hazard mitigation plan\, budget amendments\, tax refunds\, a recycling grant\, and two zoning matters: a text amendment letting recreation facilities like gyms and yoga studios locate in Industrial Light districts\, and a 66-acre rezoning off Christian Chapel Church Road for a recreation facility. All consent items passed together on one motion.\n\nOutside the consent agenda\, the board adopted a resolution marking the Haw River Trail's 20th anniversary and one honoring International Holocaust Remembrance Day\, took quarterly updates on ARPA funds and the FY26 budget\, and voted to hold a public hearing on February 11 to begin considering a moratorium on new data centers and crypto-mining facilities in the county. The board also went into closed session for attorney-client consultation before adjourning.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/1/1444_A_Board_of_Commissioners_26-01-20_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/83

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners adopted the FY 2026-2027 Budget Ordinance on June 15\, alongside amended financial and budgetary policies and several capital project ordinance amendments covering a Chatham County Schools HVAC replacement\, Briar Chapel Park (including a Phase II project)\, an Emergency Operations Center expansion\, and a new Sheriff's Office administration building. The evening's public hearings include a $14 million capital-investment economic development incentive grant request for Mosaic Hospitality LLC\, a legislative rezoning of about 20.7 acres on Silk Hope Gum Springs Road for outdoor sports fields including cricket grounds\, and a quasi-judicial Special Use Permit for a contractor's storage yard on Campbell Road in Bear Creek requested by Lockley Holdings\, LLC -- a case that would still be unresolved when it reappeared on the board's August 17 agenda. Two large subdivisions\, Webster Farm (132 lots) and Hickory Mountain Reserve (48 lots)\, come up for first-plat approval\; both cases would appear again\, apparently undecided\, on the board's July 27 agenda.\n\nThe consent agenda runs to dozens of routine contracts -- solid waste hauling and recycling agreements\, software and IT subscription renewals\, a Human Services Funding Program-style Home and Community Care Block Grant acceptance of $724\,467\, School Nurse funding with Chatham County Schools\, and pyrotechnics display permits for two July 4 events. The board also receives a presentation on filling a District 3 Board of Commissioners vacancy. Only the agenda was available\, not minutes\, so outcomes\, vote splits\, and public comment on the hearings are not recorded here.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/6/1459_A_Board_of_Commissioners_26-06-15_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/95

SUMMARY:Chatham County: Board of Commissioners — Special Meeting
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners' July 6 special session consists entirely of closed sessions: one to consider the qualifications\, competence\, or performance of a public officer or employee\, one for attorney-client consultation\, and one to discuss the location or expansion of industries or businesses in the county\, including possible economic development incentives. No public business is conducted.\n\nBecause the substance of closed sessions is not public\, no further detail is available here.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/7/1477_A_Board_of_Commissioners_26-07-06_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/97

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners' July 27 session is one of the heaviest of the summer. On the consent agenda\, the board votes to direct the county attorney to send notice terminating the economic development agreement between the county and VinFast Manufacturing USA\, LLC -- ending an incentive deal for the electric vehicle plant. Also on consent: a $424\,550 five-year contract with Priority Dispatch for the Emergency Communications Center\, additional Farmland Preservation Fund money for the Dry Creek Farm conservation easement\, a quasi-judicial approval of a 199-foot wireless tower near Goldston\, and interlocal tax-collection agreements with Pittsboro\, Apex\, Cary\, Goldston\, and Siler City. The board also announces a special meeting for public comment on the proposed Enbridge Gas pipeline expansion (held the following week) and adopts a resolution backing the Downtown Pittsboro Public Properties Pre-Development Analysis.\n\nThe evening's public hearings and land-use votes are substantial: a legislative rezoning by Fearrington Property Development\, LLC of roughly 372 acres off Andrews Store\, Parker Herndon\, and Morris roads from Residential to a Conditional District Compact Community\; a vote on EC PROPCO\, LLC's 292-acre rezoning from Residential to Heavy Industrial off Christian Chapel Church Road\; and first-plat approvals for two large subdivisions -- Webster Farm (132 lots on 183 acres) and Hickory Mountain Reserve (48 lots on 164 acres). Only the agenda was available\, not minutes\, so outcomes\, vote splits\, and public comment on these items are not recorded here.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/7/1479_A_Board_of_Commissioners_26-07-27_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/98

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners' August 17 session runs an afternoon work session into an evening regular session with a heavy land-use docket. The regular session's consent agenda includes a $150\,000 Deep River State Trail feasibility study\, a $477\,558 economic development services contract\, two public safety radio tower repair contracts\, and a scheduled September 21 hearing on special-use-permit zoning text amendments. The evening brings four public hearings: county-initiated zoning text amendments to update bona fide farm exemptions and permitted-use tables for state-law compliance\; revised commercial and industrial landscaping design guidelines\; a rezoning of a 4.089-acre parcel on Bonlee Bennett Road from Neighborhood Business to Residential requested by Candace Beal\; and a quasi-judicial hearing on a proposed 199-foot wireless telecommunications tower on Andrews Store Road requested by Anthemnet\, Inc.\, open to evidence from people with standing on direct property impact.\n\nThe board then votes on two other land-use cases: a legislative rezoning by EC PROPCO\, LLC of 292.288 acres off Christian Chapel Church Road from Residential to Heavy Industrial -- by far the largest acreage change on this agenda -- and a quasi-judicial Special Use Permit for a contractor's storage yard on Campbell Road in Bear Creek. Only the agenda was available for this meeting\, not minutes\, so outcomes\, vote splits\, and any public comment on these hearings are not recorded here.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/8/1481_A_Board_of_Commissioners_26-08-17_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/100

SUMMARY:Chatham County: Board of Commissioners — Special Meeting
LOCATION:Agriculture and Conference Center
DESCRIPTION:Board of Commissioners\n\nCommissioners meet in a special session built mostly around closed-door business. They would close the meeting three times. One session would cover economic development incentives for an industry considering a move to or expansion in the county. A second would cover the county's defense in ECO TIP West LLC v. Chatham County. A third would review the performance of a public officer or employee.\n\nThe consent agenda holds seven items. Commissioners would appoint Rob Schooley to the Juvenile Crime Prevention Council. They would accept $4\,248 in family planning funds and $2\,700 for foster care\, both from state health officials. A $310\,000 federal-state contract with Chatham Transit Network would cover medical trips and rides to county centers. A separate $417\,135 agreement with the N.C. Forest Service\, split 60-40 with the state\, would fund forestry and wildfire work for another year. The agenda also includes a pyrotechnics permit for an October 2 display at Chatham Charter School. Commissioners would also name two private roads\, Stella Maris Way and Martin Brothers Lane.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/9/1484_A_Board_of_Commissioners_26-09-15_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3578

LOCATION:Virtual Meeting\, Virtual Pittsboro\, North Carolina 27312
DESCRIPTION:Planning Board\n\nChatham County's Planning Board met remotely on 15 September with the county attorney\, Emily Meeker of Poyner & Spruill\, to go through the procedures the board works under and its role in them. The board had asked for the session while writing its data center rules\, after the attorney advised that one of its proposals would conflict with Senate Bill 382.\n\nOther business was reserved for further data center discussion.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/78158/639249827780930000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4054

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners vote Monday evening on a resolution opposing the Enbridge gas pipeline\, a month after the Agriculture Advisory Board held its own public hearing on it. That board reports back the same night\, and the pipeline company's attorney has already written to the county about the zoning amendments further down the agenda.\n\nFour legislative rezoning hearings follow. US HWY 64 Properties asks to take 13.145 acres off US 64 West at Ridge View Road from residential to regional business\; RTP Gardens asks for conditional regional business zoning on a tract off Bob Horton Road near Apex\; a Corinth Road owner in Moncure asks to move from R-5 to R-1. The fourth is the county's own amendment to the special use permit process. A separate set of the county's own zoning amendments sits on the board priorities list\, including one that removes off-street parking requirements to keep the ordinance in step with G.S. 160D. The board also votes on the first plat for Whispering Creek\, 238 lots on 288.6 acres off Bynum Ridge Road\, and on a contractor's storage yard at 1656 Campbell Road in Bear Creek\, where one resident has asked the board to reopen the quasi-judicial hearing before it decides.\n\nThe afternoon work session is where the money is. Commissioners take a space needs study and master plan from Hobbs Architects and The Wooten Company\, a report on whether to run the Expanding Access to Early Learning initiative for a full year\, presentations on opioid settlement spending and farmland preservation\, and a $250\,000 mobile health clinic from Tesco Specialty Vehicles. They close the session with two closed sessions\, one of them on ECO TIP West LLC v. Chatham County.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/9/1485_A_Board_of_Commissioners_26-09-21_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3127

SUMMARY:Chatham County: Climate Change Advisory Committee Meeting
LOCATION:Solid Waste & Recycling Main Facility\, 28 County Services Road Pittsboro\, North Carolina 27330
DESCRIPTION:Climate Change Advisory Committee\n\nChatham County's Climate Change Advisory Committee will take up data centers first. Under old business the agenda lists an update on data centers and a judge's ruling\, with two questions beneath it: what the county's response is\, and where the draft data center regulations stand. The agenda does not say which case or ruling is meant.\n\nThe committee will also get an update on the county's Climate Action Plan and a proposal from Blue Strike\, including the plan's steering committee and what advisory role the committee should play from here. Under new business\, member Deb Gallagher will raise a recognition program for residents and businesses. Kevin Lindley\, the county's director of solid waste and sustainability\, will report. The meeting is in person at 28 County Services Road in Pittsboro. SUMMARY:Chatham County: Board of Commissioners — Special Meeting
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners decide Monday evening on a special use permit for Lockley Holdings\, which wants to extend its contractor's storage yard onto 3.9 acres of pasture at 1656 Campbell Road in Bear Creek. The company withdrew a heavy industrial rezoning of the whole 10-acre tract in 2025 after neighbors objected. Five residents spoke against this narrower request at the June hearing\, citing noise from steel materials and semi-truck traffic at the Vernie Phillips Road turn. Staff find all five required findings met. The board also takes up a policy for moving remains from abandoned cemeteries\, which the county has never had.\n\nThe 3 p.m. session opens with a staff presentation on how to choose a new county attorney\, because the current one plans to step down. The board then goes into closed session on ECO TIP West LLC v. Chatham County. The evening consent agenda approves the space needs study and master plan for a future government campus on 277 acres near US 64 West and Renaissance Drive.
